Citizens is shrinking. That's good news for your quote.
ALIRT Insurance Research published its twice-yearly look at residual property markets in California, Florida, Louisiana, and Texas. Florida comes out as the bright spot. After the reforms that started in late 2022, participation in Citizens Property Insurance, the state's insurer of last resort, is at the lowest level on record, and private carriers and reinsurance capacity have moved back into the state. Texas looks comparatively healthy statewide: the Texas FAIR Plan and the Texas Windstorm Insurance Association together made up only about 5% of statewide homeowners premium in 2025, though that exposure is growing and sits mostly on the coast.
A residual market exists because private carriers would not write the house. When it shrinks, it means the private market is willing again. That changes what shopping is worth to you. If you were pushed into Citizens during the hard market and have renewed there since, you may now have private options that did not exist when you signed up, and Citizens is required to move you to a private carrier when an approved offer comes in close enough to what you pay. On the Texas coast, the direction runs the other way, so check whether your windstorm coverage still comes from TWIA and what a private carrier would charge for the same limits.
